The Strategy of Promoting Czech Citizens to the Position of Heads of EU Delegations

This diploma thesis deals with strategies of promoting Czechs as ambassadors of the EU (HoD) since the launch of the European External Action Service to the present. The main research goal of this thesis is to find out whether the Czech Republic promotes its candidates to the HoD positions in the countries of its priority interests. So far, a Czech citizen has become an HoD in six cases. These cases are confronted with a categorization of priority countries of the Czech Republic which has been elaborated by the author. Then, the Czech activities in promoting citizens are analysed based on interviews with relevant employees of the Czech state organs. These actions are consequently put into categorization of lobbying methods of the smaller states in the EU. Based on the categorization of the Czech territorial priorities, it can be claimed that the Czechs have not been sent as HoDs to the countries of the Czech interests so far. Even their other applications have not been meant to place them to the countries of the Czech interests. On the other hand, there is a bulk of activities embraced by the Czech Republic to reverse this trend. The topic of this bachelor thesis is the language regime of European Union in practice: the comparaison of accessibility of documents in the following languages: Czech, French and English on the website of the European External Action Service (EEAS). The thesis consists of two parts theoretical and practical. First, the theoretical part is describing the institutional framework of the EU, then the institution EEAS itself and the language regime of the EU. The second part, practical, which is the core of the thesis, is concentrating on the EEAS´s website. Finally, a comprehensive analysis of the availibility of documents in Czech, French and English on EEAS´s website has been conducted.
Twitter as a tool of EU public diplomacy during Ukraine crisis

Online social networking services recently become one of the most important tools of communication. Also national states understand their advantages and they try to actively use Facebook, Twitter and other social networks. The purpose of my thesis is to find out how the European Union and especially the European External Action Service is able to use Twitter as a tool of public diplomacy. This research is focused solely on Twitter communication during the Ukrainian crisis from its beginning to the end of the term of the High Representative Catherine Ashton. The thesis is divided into two parts. The first part introduces the research topic from a theoretical perspective, there is a description of the main features of public diplomacy and digital diplomacy. Then the thesis presents several examples of the successful use of Twitter for public diplomacy. The second part contains an analysis of the European Union's activities on Twitter during the Ukrainian crisis. The greater part of the analysis examines only the Twitter account of the European External Action Service. Jednou z klíčových změn, které přinesla Lisabonská smlouva je vytvoření funkce Vysokého představitele pro zahraniční věci a bezpečnostní politiku, který předsedá Radě EU pro vnější vztahy a který je zároveň místopředsedou Evropské komise. Institucionálně se tak propojily dvě klíčové složky zahraniční politiky EU. Na tento post byla navržena dne 19. listopadu 2009 na neformálním zasedání šéfů států a vlád členských států EU v Bruselu Catherine Ashton z Velké Británie. Stalo se tak těsně před vstupem Lisabonské smlouvy v platnost dne 1. prosince 2009. Evropská služba pro vnější činnost (ESVČ), někdy také označovaná jako diplomatický sbor Evropské unie, je poté zcela novým útvarem jenž přináší Lisabonská smlouva.

The topic of this bachelor thesis is the European Diplomatic Service, officially called as the European External Action Service (EEAS). The EEAS is a functionally autonomous body of the European Union. It is placed under the authority of the High Representative of the Union for Foreign Affairs and Security Policy and shall support him in fulfilling his mandate. The goal of this bachelor thesis is to define the main principles of organisation and operating of the EEAS. The thesis is divided into four chapters - Diplomacy (formation, characteristics,goals, basic definition of terms), external activities of the EU members, external action of the EU, EEAS.
